Renting a car in France under 25: minimum age, surcharge and conditions

Young driver car rental is the set of conditions a rental company applies to a main driver under 25: a minimum age, a minimum licence age and a daily surcharge. In France most suppliers start at 21 with one full year of licence, and the young driver fee is added on top of the base rate at the desk or at booking.

What changes before your 25th birthday

  • Minimum age to rent: usually 21, sometimes 18 or 19 for a small car with a few suppliers.
  • A young driver surcharge is charged per day, often capped per rental, whatever the location.
  • Premium, SUV and van categories are often closed until 25 or even 30.
  • Your driving licence must usually have been held for at least one year, two for some classes.

What is the minimum age to rent a car in France?

There is no single legal age set by French law for car hire: each rental company writes its own terms and conditions. In practice the minimum age to rent a car in France is 21 with the large suppliers, and a handful of firms accept drivers from 18 or 19 on the smallest categories. If you plan to collect a car at Charles de Gaulle or Orly, the desks and conditions at the Paris airports follow the same rules, but the stock of small cars is larger there, which matters when your age limits the choice.

The age rule always comes with a licence rule. A valid driver licence held for at least 12 months is the usual floor; for higher vehicle groups, suppliers ask for two or three years. The age that counts is your age on the pick-up date, not on the booking date. An 18 year old with a brand new licence will therefore struggle to hire a car at all, while a 22 year old with three years of licence has a real choice of rental cars.

Each age requirement is a contract term, not a courtesy: a long term rental, a short term hire and a van rental can each carry a different requirement at the same company. The same applies across destinations, since the age requirements in Spain, Germany or the United Kingdom are not those of France. Check the term that applies to the country and the branch where you collect the car.

How the young driver fee works

The young driver fee, also called young driver surcharge, is a daily amount added to the rental price when the main driver or an additional driver is under 25. The fee exists because insurers price the accident risk of young drivers higher, and the rental company passes that cost on. It is charged by the supplier, not by the booking site, which is why comparison sites sometimes show it only in the rental voucher or in the small print.

Amounts vary by company, by vehicle category and by season, so no single figure applies everywhere. What you can check before you pay:

  • whether the surcharge is shown as a daily rate or as a fixed amount per rental;
  • whether a cap applies after a certain number of days, which makes a long car rental relatively cheaper;
  • whether the fee is included in the package price or payable at the desk;
  • whether an additional driver under 25 pays the same driver surcharge as the main driver.

Some offers for students or members of partner programmes waive the young driver fees, and a few mobility apps or smart car sharing services offer lower age limits for short trips in town, though the app terms and the damage excess differ from a classic rental. Car sharing partners and mobility apps suit people who need a car for a few hours rather than a road trip. Read the terms of those special offers carefully: they often exclude airport locations or one-way hire.

What documents are needed for young drivers?

At the counter, a young driver shows the same documents as any other customer, and the agent checks them more closely. Bring:

  • your full driving licence, with the issue date clearly visible;
  • an international driving permit if your licence is not written in the Latin alphabet or comes from a country outside the European Union that requires it;
  • a passport or national identity card;
  • a credit card in the main driver's name, used for the security deposit.

The card is often the real obstacle. Many suppliers refuse a debit card for drivers under 25, or ask for a higher deposit. If you do not have a credit card, look at the options for renting without a credit card before you book your car, not at the desk.

Which vehicle categories stay open under 25?

Suppliers restrict categories by age. Under 25, expect access to mini, economy and compact cars, and often to a standard family vehicle. Convertibles, luxury saloons, large SUVs and 9 seat vans are usually reserved for drivers aged 25, 27 or 30. The booking engine filters this automatically when you enter your age: if a car disappears from the list, the age rule is the reason. Entering a false age to see more offers is a mistake, since the desk will refuse the rental and the prepaid amount may not be refunded under the cancellation policy.

If you travel as a group of young people, a 7 seat van is often out of reach: van hire for drivers under 25 is limited, and some suppliers only offer a small van for business use. Plan two smaller cars instead, and remember the fuel policy: returning the car with a full tank avoids extra charges on top of the surcharge.

What insurance is required for young drivers?

Third party liability insurance is included by law in every car rental in France. Collision damage waiver and theft protection are usually included too, but with an excess that is often higher for young drivers. Reducing that excess through the supplier's cover, or through separate excess insurance bought before the trip, is worth comparing: the difference can reach several hundred euros if the car is damaged. Our guide to car rental insurance in France explains what each cover really pays.

Young drivers holding a French probationary licence also face specific rules on the road: lower speed limits on motorways and fast roads, a stricter blood alcohol limit of 0.2 g/l and the "A" sticker on the rear of the vehicle.

How to keep the cost of a young driver car rental down

The surcharge cannot be avoided with most car hire companies, but its weight in the total can be reduced. Compare the total price, fee included, rather than the base rate. Longer rentals often benefit from the cap. Off-airport city centre locations sometimes have lower rates than the airport desks. Booking early gives access to the small categories that sell out first in summer. Our tips for cheaper car rental in Paris apply fully to young drivers. When you compare, view the details of each offer: the flexible rate that allows you to cancel for free often costs a little more, but it is easier to switch if a better offer appears.

Finally, ask the customer service of the rental company to confirm age conditions in writing, by email address or through the contact form, if anything in the terms is unclear. A written answer settles any dispute at the counter.
